Urban mystery solved
In response to your plea in city news dated March 25, 2010
When you are on a bike you are conscious of all the weight you have to carry. Why carry a big heavy chain and lock to and from work each day? (good chains and locks are always heavy and awkward to carry).
Simple solution leave it at your daily destination (assuming you do not need it to secure it at home as much).
Added bonus is you have politely told other cyclists that your bike is parked here so please find another pole/spot, (sort of reservation card)
The Bikes are not being stolen and the locks left behind as you have assumed.

The lone bike lock is used as a way of reserving a bike spot.
Say there’s a spot near your work where you leave your bike each day, you leave the lock there overnight to ensure nobody takes it the next day.
