Downing Centre to Remain Closed Until Late 2025 After Major Flooding

Sydney’s Downing Centre courthouse will remain shut until at least late 2025 after a burst water main last month caused major flooding and critical power failure, the Department of Communities and Justice (DCJ) confirmed. Repairs and safety upgrades are underway, with proceedings relocated citywide.

The incident occurred on 17 June when a Sydney Water main ruptured beneath Castlereagh Street, flooding the courthouse’s lower levels and damaging an Ausgrid substation. Two people were briefly trapped in lifts and the entire building was evacuated.

Inspections later revealed extensive damage to two essential pieces of infrastructure: the electrical transformer and switchboard. Both require full replacement. The building remains disconnected from power, and restoration timelines remain uncertain.

While external agencies estimate the shutdown could last into late 2025, the DCJ is investigating whether this can be fast-tracked. Officials say the closure will also allow long-planned upgrades to be completed earlier, including improvements to courtrooms and public areas.

Response measures following court closure

Court operations have been dispersed across Sydney. Matters are now being heard at locations including John Maddison Tower, Central Local Court, King Street and Darlinghurst Courts. Special arrangements have been made for custody, sentence and bail matters.

The shutdown has disrupted proceedings at one of Australia’s busiest criminal courts. Legal professionals warn of delays and increased pressure on the system. “This highlights the fragility of NSW court infrastructure,” said Sydney Criminal Lawyers in a 23 June article.

Part-heard trials and custody cases have been prioritised, while lower-priority hearings may be postponed. Jurors and defendants are advised to check online regularly for updates, as changes may occur within 24 hours.

Authorities have also begun setting up new venues for jury assembly. Drug Court cases are now listed in Parramatta. Civil matters continue at John Maddison Tower, unless parties are advised otherwise.

The Department has urged anyone with listed matters to stay in close contact with legal representatives and check court websites, emails and texts for venue or date changes. Updates will be released as recovery progresses.
