24-year-old Naveed Akram, one of the two alleged gunmen who carried out the terror attack on Bondi Beach, has been charged with 59 offences, including 15 murders.

Akram had ben critically injured in a shootout with police, and only awake from a coma on Tuesday.

His father, Sajid, 50, was killed by police.

The pair allegedly killed 15 people and injured more than 40 after they used what appeared to be rifles to carry out an attack on a Chanukah event attracting more than 1000 people.

NSW Police Commissioner Mal Lanyon declared the mass shooting a terrorist attack on Sunday night.

On Wednesday afternoon, Akram was charged with 15 counts of murder, committing a terrorist act and dozens of counts of wounding or causing grievous bodily harm with intent to murder. He was also charged with discharging a firearm intending to cause grievous bodily harm, causing a public display of a prohibited terrorist organisation symbol and placing explosives in or near a building with intent to cause harm.

Early indications say attack inspired by ISIS

Police will allege in court the man engaged in conduct that caused death, serious injury and endangered life to advance a religious cause and cause fear in the community.

He did not apply for bail when his matter was heard in court and it was formally refused. Akram was remanded in custody and will face court in April.

His case will be mentioned again on December 22.

Police say early indications point to a terrorist attack inspired by ISIS, a listed terrorist organisation in Australia.

The pair are alleged to have links to extremist groups, with Police Commissioner Lanyon yesterday alleging two homemade IS flags had been found in the vehicle they drove to Bondi.

Sajid Akram had obtained a registered firearm licence for recreational hunting in 2015, and was permitted to possess six firearms, all of which have been seized by the police since the attack.
